Who is behind Domain Registration Services?

This is a warning of bills the domain owner www.renewalregistra.com.
Currently, a fraudster sent under the name "Domain Registration Services" mass emails with apparent invoices for domain owners.
As the address is specified Allie Lee, residing 130W 57th Street # 12B, New York. Attempts failed to reach someone there, it registers only an answering machine.
Furthermore, it is called in the mail to the email address of a certain allielittlemuffin@yahoo.com interact.
Is it Fraud?
The text of the statement is:
"Your registration includes search engine submission for DOMAINNAME.COM for 1 year".
"Kindly" it offers "Online Payment 128bit secure"
1 & 1 has in his blog, but pointed out the "fake" accounts, but these scammers scam is quite old and not even necessarily actually a scam.
The sender offers to halt the entry into one or more search engines on payment of 75 USD / year or 450 USD for 10 years.
Anyone who enters on it receives also the proposed service - but possibly not.
The scam is old, she was formerly with the Yellow pages and the entry made in a sinister web directory.
What should you do?
Whether it is an offense necessarily, remains to be seen, because my reading is merely a statement that one does not have to pay .
